"This shift to the Department of Commerce licensing jurisdiction means a highly visible change in licensing, especially for parts and components but also for most commercial satellites. The use of license exemption Strategic Trade Authorization will allow many license free exports to 36 countries. "

Jeff Foust paraphrase: "While reforms enacted in 2014 removed many commercial satellites and their components from the U.S. Munitions List, and therefore no longer subject to ITAR, changes in satellite technology merit a new look at what should be on the list, companies argue. Such reforms could include regular reviews, on five-year cycles, of items on the Munitions List and the Commerce Control List. "
