How to create dynamic named ranges in Google Sheets
I’d always believed that Named Ranges in Google Sheets would only accept static ranges and not formulas like Excel, which makes them less powerful of course. (Check out the Named ranges sidebar and you’ll see what I mean. No place to add formula-based dynamic ranges in there.)

However, there is a clever trick using the INDIRECT formula that DOES allow dynamic named ranges!

No not in an easy way. A GAS script could be used to get a string (getValue) and put it into the spreadsheet as a formula (setFormula) , but such a script ca not be run as a custom function - which makes it pretty much unusable.

One could create a custom spreadsheet function that would allow the evaluation of a string containing a (small) snippet of GAS/JvaaScript and return the result of that to the spreadsheet, but obviously you can't use that to evaluate spreadsheet functions:
function myEval( str ) { return eval( str ) } // call from the spreadsheet as e.g. =myEval( "Math.PI + 1" )

One can't completely build a formula out of text strings, there is nothing like =formula("=A1+B1") in the Sheets. But one can improve presentation by (a) preparing complex parameters in separate cells, and (b) using whitespace within a formula.
