RNLI donations surge after Tory criticism of its work overseas | Society | The Guardian
The Times carried the details of the RNLI’s overseas spending in an article headlined: “RNLI funding burkinis for Africans while cutting jobs.” Part of MailOnline’s headline read: “How £3.3m of donations to lifeboat charity are spent abroad including aid for Tanzania swimmers and creches in Bangladesh.”

It went into detail about two projects mentioned in the articles. “The Panje Project teaches women swim survival skills in Zanzibar. The burkini, which is a full-length swimsuit, is an innovative (and cheap) way of enabling girls in strict Muslim countries to get into the water without compromising their cultural and religious beliefs. The RNLI has been involved in the Panje Project with the majority of the RNLI’s involvement funded by a donor who specifically wanted the money to go towards this project.

“The Creches for Bangladesh programme helps reduce children’s risk of drowning by ensuring they have close supervision throughout the day. About 40 children a day die from drowning in Bangladesh. Access to a free creche place reduces a child’s risk of drowning by an incredible 82%.”

Aaron Traywick - Wikipedia
Biohacker from last year likely drowned in a sensory deprivation tank after having taken ketamine.
> Traywick was found unconscious in a sensory deprivation isolation tank, or “float pod”, at Soulex Float Spa in Washington, D.C. on April 29, 2018.[33][34][35][36] A spa spokesperson informed reporters that the spa's co-owner arrived twenty minutes after Traywick's float session was scheduled to end, and asked why someone was still in the float room. The door was closed although unlocked. The room was dark, though its automatic lights should have been activated when the tank's lid was opened. Traywick was discovered in the tank, which had automatically drained by that point. Emergency responders arrived within four minutes of the spa's 911 call.[37]

Traywick’s body was taken to the Office of the Chief Medical Examiner for an autopsy. A spokesperson for the spa told reporters that DC police twice told her they found drug paraphernalia among Traywick's belongings;[38] DC police did not confirm this point. Toxicology reports were said to be expected six to ten weeks following autopsy.[37]

An autopsy report provided to Bloomberg News on June 28 by the Office of the Chief Medical Examiner showed that he accidentally drowned with the drug ketamine in his system. Ketamine, a dissociative anesthetic, is sometimes used as a recreational drug.[39]

Drowning Doesn't Look Like Drowning - Soundings Online
Drowning does not look like drowning. Dr. Pia, in an article he wrote for the Coast Guard’s On Scene magazine, described the instinctive drowning response like this:

Except in rare circumstances, drowning people are physiologically unable to call out for help. The respiratory system was designed for breathing. Speech is a secondary or overlaid function. Breathing must be fulfilled before speech occurs.

Drowning people’s mouths alternately sink below and reappear above the surface of the water. The mouths of drowning people are not above the surface of the water long enough for them to exhale, inhale and call out for help. When the drowning people’s mouths are above the surface, they exhale and inhale quickly as their mouths start to sink below the surface of the water.

Drowning people cannot wave for help. Nature instinctively forces them to extend their arms laterally and press down on the water’s surface. Pressing down on the surface of the water permits drowning people to leverage their bodies so they can lift their mouths out of the water to breathe.

Throughout the Instinctive Drowning Response, drowning people cannot voluntarily control their arm movements. Physiologically, drowning people who are struggling on the surface of the water cannot stop drowning and perform voluntary movements such as waving for help, moving toward a rescuer or reaching out for a piece of rescue equipment.

From beginning to end of the Instinctive Drowning Response, people’s bodies remain upright in the water, with no evidence of a supporting kick. Unless rescued by a trained lifeguard, these drowning people can only struggle on the surface of the water from 20 to 60 seconds before submersion occurs. (Source: On Scene magazine: Fall 2006 page 14)

This doesn’t mean that a person who is yelling for help and thrashing isn’t in real trouble — they are experiencing aquatic distress. Not always present before the instinctive drowning response, aquatic distress doesn’t last long, but unlike true drowning, these victims can still assist in their own rescue. They can grab lifelines, reach for throw rings, etc.

Look for these other signs of drowning when persons are in the water:

Head low in the water, mouth at water level

Head tilted back with mouth open

Eyes glassy and empty, unable to focus

Eyes closed

Hair over forehead or eyes

Not using legs

Hyperventilating or gasping

Trying to swim in a particular direction but not making headway

Trying to roll over onto the back

Appears to be climbing an invisible ladder
