Iraqi officials say that in mid-September they identified a Syrian man who had been used to smuggle the wives of two of Baghdadi’s brothers, Ahmad and Jumah, to Idlib province via Turkey. The same smuggler had earlier helped move Baghdadi’s children from Iraq. Iraqi intelligence officers say they were able to co-opt the man and a woman believed to be his wife, as well as one of Baghdadi’s nephews, into providing information about the route he used and the destination of the people travelling with him. It was a break like no other, and was soon passed to the CIA.

By early last week, US and Iraqi officials were growing more confident that Baghdadi was indeed in Idlib province, moving between homes in a hamlet named Barisha, not far from the Turkish border. At this point, the formidable reach of Washington’s technical capabilities took over, establishing who he was with and where he was staying. One man was Abu Mohammed al-Halabi, the leader of a rival Salafi jihadi group, Hurras al-Dein, and an unlikely bedfellow for the leader of Isis; only weeks before, Hurras al-Dein members had been rounding up and executing people they had suspected of being Isis sympathisers.

Another turning point came earlier this year during a joint operation in which U.S., Turkish and Iraqi intelligence agents captured senior Islamic State leaders, including four Iraqis and one Syrian, the Iraqi security officials said.

“They gave us all the locations where they were meeting with Baghdadi inside Syria and we decided to coordinate with the CIA to deploy more sources inside these areas,” said one of the Iraqi officials, who has close ties to multiple security agencies.

“In mid-2019 we managed to locate Idlib as the place where Baghdadi was moving from village to village with his family and three close aides,” the official said.

Informants in Syria then spotted an Iraqi man wearing a checkered headdress in an Idlib marketplace and recognized him from a photograph, the official said. It was Ethawi, and they followed him to the home where Baghdadi was staying.

Hayat Tahrir al-Sham, the group formerly known as the Nusra Front and which dominates Idlib, had been mounting its own search for Baghdadi after receiving information he was in the area, according to a commander in an Idlib jihadist group.

According to the Idlib commander, Hayat Tahrir al-Sham recently captured another aide to Baghdadi known as Abu Suleiman al-Khalidi, one of three men seen sitting alongside Baghdadi in his last video message.

The capture of Khalidi was “the key” in the search for Baghdadi, the commander said.

Security in Deir Ezzor: The last week saw continued violent clashes between local National Defense Forces affiliates and Iranian-backed militias in and around the border town of Boukamal in Deir Ezzor. Local activists report running gun battles and assasination attempts between the nominally loyalist factions. On Friday, NDF fighters reportedly raised the Syrian government flag in al-Tayyara Square leading Iranian-backed militias to attack the area to remove the drapeau, leading to clashes that left at least three dead. According to local sources, Iranian-backed groups are apprehensive about the strong representation of the Al-Abed clan, which maintains close relations with relatives serving in the US-backed SDF across the river, within the local NDF. The tribal group had been deputized by the Assad government as most formal military units had been withdrawn in recent weeks to support operations in Idlib and the Syrian interior, where ISIS sleeper cells continue to attack regime positions. Iran maintains an extensive presence between Deir Ezzor and the Iraqi border.

Eventually, the Syrian government reneged on most of its promises. The Russian MPs withdrew after a mere four and a half months, allowing Syrian security services to enter the area who immediately commenced impressing and arresting hundreds of locals - reconciled or not. The SNHR documented the government’s arrest of at least 156 individuals, including 17 children and 12 women, from Homs northern suburbs from May 2018 until the end of the year.

Similar to other “reconciled areas” the living situation in Homs barely improved. While traders had better access to markets without an active siege, Syrian security services continued to impose strict limitations on movements for local residents who have to apply for specific permits from local intelligence officials to pass checkpoints surrounding the area. A situation aggravated by the fact that following the departure of most NGO staff and international support funds, local services such as healthcare have all but collapsed as aid efforts directed via Damascus have failed to make up for the withdrawal, forcing residents to commute outside the former pockets for work, health care and other services.

Intercommunal ties have also frayed. Leading Sunni families of the area, once pillars of the regime, are now largely outside the country, disgraced for their support of the opposition, leaving locals without influential intermediaries to intercede with the government on their behalf. Area residents now have poor relations with neighbouring villages, with tit-for-tat conflict-violence spilling into the post-conflict phase as family disputes, communal violence, harassment, legal challenges and kidnappings occur regularly.

Later on, there were other attempts against Chavez and his government, such as in 2004 when dozens of Colombian paramilitary forces were captured on a farm outside of Caracas that was owned by an anti-Chavez activist, Robert Alonso, just days before they were going to attack the presidential palace and kill Chavez.

It is also true, according to declassified secret US documents, that the US Army was developing an injectable radiation weapon to use for political assassinations of select enemies as far back as 1948. The Church Commission hearings into the Kennedy Assassination also uncovered the existence of an assassination weapon developed by CIA to induce heart attacks and soft-tissue cancers.
