Dreier: Da haben wir diese Lage schon fast, lauter Parteien über fünf und unter dreißig Prozent. Da bringen Fünfprozentklausel und konstruktives Misstrauensvotum wenig. Nein, die Stabilität der Bundesrepublik vorrangig auf die Veränderungen gegenüber der Weimarer Verfassung zurückzuführen, da würde ich sehr vorsichtig sein. Das stimmt so nicht. Eher ist es so, dass das Grundgesetz lange Zeit von sehr stabilen Verhältnissen profitierte, außenpolitisch, innenpolitisch und ökonomisch. Vor allem der wachsende Wohlstand war sehr wichtig. Weimar als "Meilenstein der Demokratie" ZEIT ONLINE: Also hätte auch eine andere Verfassung als das Grundgesetz angesichts der glücklichen Umstände nach 1945 gut funktioniert? Dreier: Ja. Auch die Weimarer Verfassung hätte wohl nach 1945 prächtig funktioniert. Wahrscheinlich würden wir sie heute, nach 70 Jahren, ebenfalls als Glücksfall feiern. ZEIT ONLINE: Stimmt der Eindruck, dass sich gerade generell etwas an der Einschätzung der Weimarer Reichsverfassung ändert? Dreier: Absolut. Es gibt eine Trendwende in der Rezeption. Man sieht das schon an den Büchern über Weimar. Früher trugen sie Titel wie: "Die überforderte Republik". Oder: "Die gescheiterte Republik". Wenn nicht sogar: "Fehlgeburt einer Republik". Oder man sprach vom "Syndrom Weimar", wie bei einem Krankheitsbefund. Heute hingegen sagen fast alle Historiker ganz richtig, es sei ein Fehler, Weimar immer nur vom Ende her zu sehen, von seinem Scheitern her. Auch der Bundespräsident hat ja bei seiner Rede in Weimar gesagt, die Weimarer Verfassung sei ein "Meilenstein der Demokratie" in Deutschland. Das hätte vor zehn, zwanzig Jahren wohl kaum jemand gesagt.
