Racing bettors' body calls for starting price consultation | iGaming Business
The Horseracing Bettors Forum (HBF) is considering pushing for an industry-wide consultation on the future of the starting price as it plans for 2019 following the departure of co-founder Simon Rowlands.

HBF chair Matt Bisogno, a director of racing form subscription website Geegeez and member of the advisory Stakeholder Integrity Forum, said the body's eight-person board would consider a consultation on the future of the starting price - the odds given on a horse at the start of a race - in the coming year.

A 2017 review by the HBF identified an "alarming" imbalance in overround - the amount by which bookmakers alter a race's odds to ensure they turn a profit - at Wales' Ffos Las racetrack, including one occasion when the collective prices in every race were far in excess of what might usually be expected.

Bisogno added that the HBF will also be revealing findings from its recent bettors’ survey and undertaking a second annual review of racecourse overrounds over the course of 2019.

“The main challenges for 2019 from an HBF perspective are likely to be ongoing lobbying for more and better data - especially around racecourse reporting – going, rail movements/race distances, timing),” he told iGamingBusiness.com. “We are will also be seeking broader adoption of MBL, and, potentially, opening up an industry debate on the future of the starting price.”

The HBF announced over the weekend that its co-founder and former chairman Simon Rowlands had left its board some nine months after stepping down as chairman, a role he had held since the body’s foundation in 2015. The HBF was created with the assistance of the British Horseracing Authority (BHA) to represent the interests of those who bet upon British horse racing.

During his three years’ service Rowlands, a celebrated racing writer and analyst, is credited with helping establish tighter control of non-runners, the introduction of the ‘wind op’ rule, contributing to a number of BHA consultations and pushing for more accurate racecourse measurements.

“I’d like to place on record my deep gratitude to Simon for his tireless work and leadership: his comprehensive awareness of the industry, allied to an infectious tenacity, has been a great example to all HBF members,” said Matt Bisogno, who replaced Rowlands as HBF chair in March.

“It goes without saying he will be missed on the Forum and, from a personal perspective, I want to thank Simon for his guidance, but mostly for instilling the confidence to challenge and push for what we believe is right for British racing punters and the sport in general.”
