The Recovery Threw the Middle-Class Dream Under a Benz - The New York Times
Bailouts of bankers, shareholders and investors helped set them off on a rebound that Americans who rely on savings or income from their weekly paycheck have yet to see.

New plans to improve tap water quality, cut plastic litter
The European Parliament’s Environment Committee has agreed that European Union member states should promote universal access to clean water for all. The MEPs backed new legislation aimed to tighten the maximum limits for certain pollutants such as lead (to be reduced by half), PFAS, harmful bacteria, and introduces new caps for endocrine disruptors Bisphenol A and Beta-estradiol (50-25-2).

Member states should also take measures to improve water access, such as setting up free fountains in cities and public places, where technically feasible and proportionate. They should also encourage tap water to be provided in restaurants, canteens and catering services for free or for a low service fee.

Following-up on their resolution on the citizens’ initiative Right2Water, MEPs stressed again that member states should focus on the needs of vulnerable groups in society. They should identify people without access, or with limited access to water, including vulnerable and marginalised groups, and assess ways to improve their access, informing them clearly about how to connect to the distribution network or about alternative means to have access to such water.

Mark Zuckerberg’s Case Against Regulating Facebook - The Atlantic
But in the New Yorker profile, Zuckerberg gave a different justification for the government to keep its hands off: American global competitiveness, and the specter of an internet dominated by Chinese companies. In perhaps the most fascinating section of the profile, Zuckerberg described his interest in Augustus, who, by his description, “through a really harsh approach, he established two hundred years of world peace.” “The average person might perceive, from how much we and others talk about it, that there is more than ten times as much misinformation or hoax content on Facebook than the academic measures that we’ve seen so far suggest,” he said. It would be interesting to know how Zuckerberg reconciles this belief with the fact that Facebook operates three different huge social networks—the core service, Instagram, and WhatsApp. “We’re going to get to a point where the life expectancy implied by extrapolating that out will mean that we’ll basically have been able to manage or cure all of the major things that people suffer from and die from today.

Doug Ford hints at shrinking Ottawa city council | CBC News
The comment comes after Ford suggested earlier this summer that Ottawa's wards and councillors are not on the chopping block. Speaking at Ottawa city hall during a Mayor's breakfast event, Nepean MPP and cabinet minister Lisa MacLeod reiterated that the size of Ottawa city council should not be changed, because the situation is different than Toronto's. News of Ford's comments landed just as Nepean MPP and cabinet minister Lisa MacLeod was delivering a speech at the mayor's breakfast series at Ottawa City Hall. "People may be calling, [but] I know, having spoken with the premier's office last night that there's zero intention to reduce the size of city council here," MacLeod told reporters after her speech. Asked if she'd be in favour of cutting Ottawa city council down to size, MacLeod said the issue hasn't been on her radar.

PFAS-related chemicals found at former dump site in Ithaca
hemicals in the PFAS family have been found at the former site of a landfill in Ithaca.

Testing at eight sites around the landfill was done by the Michigan Department of Environmental Quality as part of the Michigan PFAS Action Response Team. It was done to check for groundwater contamination because a former Wolverine Worldwide plant existed in Ithaca and may or may not have disposed of leather trash or scrap during its operation. The chemicals could have gotten into the ground water because rain falling onto the leather and scraps could have washed away the chemicals, driving it toward the ground.

Accessible R Markdown Documents
At the end of a presentation I gave at the UseR conference in July 2016, I was asked what authors could do to make their R markdown documents more readable by the blind students I support. The increasing popularity of markdown in general, and the R implementation of it in particular, is a grand opportunity to create documents that can be read by blind people, and there is very little needed to make it work for us; so little in fact, that you’ll probably not really notice it after a while. Many of the accessibility requirements for web content are automatically generated by standard markdown document practices, including: Sentences will read better if x and y are in italicised font and not math mode, and the sighted readers won’t notice the difference. It is my hope that one day soon, the default graph files used by R markdown will shift from the png format to a scalable vector graphic.

California Gov. Jerry Brown sets history’s most ambitious climate target - Vox
The key to understanding the significance of the goal is grokking the difference between “electricity” and “energy,” which has continually been blurred by the mainstream press (and by some enthusiastic environmentalists). Shutterstock Given its significance, Brown’s order justly could have served as a culminating announcement at the end of the big climate week, a kind of policy finale. For instance, carbon neutrality will require a great deal of the oil industry, which fought Brown tooth and nail for years, and of the NIMBYs that helped defeat SB 827 , the urban density bill. The following year, the legislature passed a version of it as AB 32, the Global Warming Solutions Act of 2006 , which established the machinery of emission reductions that operates in the state to this day, including an empowered Air Resources Board (CARB) and a cap-and-trade system. Carbon dioxide can be distilled into a pure form and sold (for instance, by this fancy new natural gas power plant ), either to boost oil recovery or to be incorporated in other products.
