"Carr is eagerly awaiting the staff report on how the first year of the empty homes tax has panned out, since she said it’s crucial to obtain evidence on how the rules are being interpreted and how many homes are being counted as empty. She doesn’t know, she said, how many homeowners have been penalized for lying.

The Green candidates’ campaign platform, which is 41 pages long and took Carr, councillors Pete Fry and Michael Wiebe and others “hundreds of hours to put together,” has a multi-pronged approach to the housing crisis. They committed to increasing below-market-rate housing and rental supply through new zoning, co-ops, building on city-owned land and streamlining the permit process.

However, Carr has stood out for the way she also recognized early on it’s necessary to restrict global demand for housing as an investment. She supports how the B.C. NDP increased the foreign-buyers tax to 20 per cent and in principle backs the provincial anti-speculation tax, which places a surcharge on vacant second dwellings.

She is not amused, though, with the B.C. government’s so-called “school tax” on mansions valued at more than $3 million. She worries it may be inciting a revolt toward property taxes in general. “The much fairer thing to do,” she said, “is to tax income,” especially of high earners."

Landry has become a viral Cinderella story, a small school run by Michael Landry, a teacher and former salesman, and his wife, Ms. Landry, a nurse, whose predominantly black, working-class students have escaped the rural South for the nation’s most elite colleges. ... Landry success stories have been splashed in the past two years on the “Today” show, “Ellen” and the “CBS This Morning.” Education professionals extol T.M. Landry and its 100 or so kindergarten-through-12th-grade students as an example for other Louisiana schools. Wealthy supporters have pushed the Landrys, who have little educational training, to expand to other cities. Small donors, heartened by the web videos, send in a steady stream of cash. ... In reality, the school falsified transcripts, made up student accomplishments and mined the worst stereotypes of black America to manufacture up-from-hardship tales that it sold to Ivy League schools hungry for diversity. The Landrys also fostered a culture of fear with physical and emotional abuse, students and teachers said. Students were forced to kneel on rice, rocks and hot pavement, and were choked, yelled at and berated.
