The Daily — Study: Aboriginal languages and the role of second-language acquisition, 2016
Aboriginal languages are an integral part of the social fabric and culture of First Nations, Métis and Inuit communities. Specifically, high concentrations of speakers who learned an Aboriginal language as their mother tongue, were often found in small communities, away from major urban centres. Growth rates were conducted using an adjusted base to control for differences in incompletely enumerated reserves from one cycle to another. While the term Indigenous has seen increased use in Canada to refer to First Nations people, Métis and Inuit collectively, the 2016 Census asked respondents whether they identified as an Aboriginal person. With its updated version of Autograd, JAX can automatically differentiate native
Python and NumPy functions. Compilation and automatic differentiation can be
composed arbitrarily, so you can express sophisticated algorithms and get
maximal performance without leaving Python. JAX is written in pure Python, but it depends on XLA, which needs to be
compiled and installed as the jaxlib package. This 1:1
correspondence makes most of the translations to XLA essentially trivial, and
ensures we only have a small set of primitives to cover for other
transformations like automatic differentiation. So far, JAX includes lots of help and contributions from Jamie Townsend , Peter Hawkins , Alex Wiltschko ,

The State of UX in 2019
Paying lead/director salaries to individual contributors inflates our industry, while fancy job titles create the false expectation that someone is being hired to manage and not to produce designs — leading to frustration and low retention rates. From 33% of divorced couples citing Facebook as a reason for their split , to gamers who die of starvation after binge-playing for several consecutive days, to more extreme cases like the Youtube campus shooter who was allegedly angry at the company’s monetization policies. The same way we take pride in limiting our red meat consumption to avoid cardiovascular diseases and protect the world resources, or campaign against smoking, designers can be the ones advocating for healthier UX. We must proceed with caution as we open our process to more people as it will be tempting to get swept away by “likes” and “claps.” We can lean on two guiding questions as we embark on this new territory: 1) How do we avoid creating a culture of celebrity chefs in design? By seeing examples of what humans did, they can learn to translate languages, predict product sales, and even categorize text and images as innocuous or explicit (it has a lot of trouble with this last task, as it turns out). I’ve given them paint colors , bandnames , and even guinea pig names and in each case their results are somewhat… mixed. (Paint colors called Stanky Bean , Stargoon, and Turdly, for example) The problem is that it doesn’t know what any of these words mean - it’s just picking letter combinations that seem likely to it. “Today, the Ontario government released a climate plan that lacks a clear path to reduce our carbon pollution and ensure a clean, healthy, and safe environment. “A credible climate plan would, at minimum, present effective solutions to reduce carbon pollution from transportation, industry, and homes and buildings. “We will be assessing the government’s announced plan to regulate industrial carbon pollution and their proposed flexibility mechanisms such as compliance payments. “As the recent United Nations IPCC report made clear, we need urgent action to limit climate change and head off its more extreme impacts. Laguardia #1 Review: A Sci-Fi Comic Full of Beautiful Black People - Black Nerd Problems
With Laguardia #1 , Nnedi Okorafor continues her work of bringing a unique, insightful Black African science fiction aesthetic to audiences. The story centers on Future Nwafor Chukwuebuka, a Nigeria-American doctor who’s returning to New York pregnant from Lagos, leaving behind a concerned boyfriend/baby daddy, Citizen Raphael Nwabara. Together with colorist Devlin, Ford does a great job of bringing dark-skinned Black folks to the pages, surrounded by African art and clothes. By the end of the issue, Future has re-united with her grandmother in the Bronx and is settling in with her unborn baby and her alien plant roommate, while Citizen is getting pulled deeper into the unrest in Lagos. If on the nose social commentary with your alien sci-fi all mixed with an evocative African vibe is your speed, along with strong Black characters, I can recommend keeping up with Laguardia.

Republican Rep. David Valadao of California's 21st District conceded on Thursday to Democrat T.J. Cox. Cox's victory combined with other election results means that Democrats have picked up a net gain of 40 seats. Put another way, this was the fourth best performance for Democrats in the 37 general House elections since President Donald Trump was born. This year's 8.6 point House popular vote win for the Democrats is the greatest on record for a minority party heading into an election. Since then I have spent hours browsing gardening videos on YouTube and leafing through local seed catalogues and watching how the sun and the wind move across my backyard. No, there isn’t much to do in the dead of winter except watch the barren ash trees bend in the brutal Newfoundland wind and dream about the life you will sprout up in spring. I found a little dogberry sapling in the backyard that has already grown into a spiral, so I’m also thinking about training it as a bonsai, because I’ve gone insane and now I’m completely obsessed with trees. Not far from my house is a crabapple tree that was knocked over about a decade ago but lived to grow sideways through a chainlink fence, flowering and fruiting over a hillside full of trash. The man at the counter told me I was mad to think of starting a garden in St. John’s; not only is the climate hostile, but most of the soil is polluted with old lead paint.

It’s a faux pas to take a politician at their word these days, but let’s give Joly the benefit of the doubt when she declares that “non-viable business models” will not see a dime. It is an invaluable public service presently caught in the throes of market failure, because it happens on a scale that is too small to generate self-sustaining profits through a transitory period of technological shock. Hard facts and empiricism and the equitable inclusion of community voices will slowly seep up the trunk until the bare branches burst forth with Good Takes. But many of the already-existing community papers are run by large corporations that seem less interested in building a sustainable future for Canadian journalism than in having more money for their shareholders’ furnaces. The emphasis of any subsidy has to empower journalists directly to produce good work—it can’t just boil down to a bailout for the stooges who employ them.

Victor Chandler's BetLion roars into Kenya's gambling market - CalvinAyre.com
Victor Chandler’s African-focused online gambling operation BetLion has roared into Kenya, according to local media reports.

On Friday, Business Daily reported that BetLion had sought a betting license from Kenya’s Betting Control & Licensing Board (BCLB). The report quoted a BCLB source saying that the regulator had okayed BetLion’s application and that the site could launch its local operations before the year was through.

The Standard quoted BetLion’s chief commercial officer Spencer Okach, who acknowledged that the company was “going from strength to strength.” But Okach played coy regarding BetLion’s Kenyan intentions, saying only that “obviously [the market] is on BetLion’s radar.”

BetLion, which announced its own birth last year, is powered by sportsbook technology supplier FSB Tech. BetLion’s launch marked the return of betting industry notable Chandler after he sold his BetVictor operation to horseracing luminary Michael Tabor in 2014.

BetLion launched in Uganda last year and quickly made a name for itself by inking a major sponsorship deal with the Federation of Uganda Football Associations (FUFA) and its national team, the Uganda Cranes. BetLion reportedly has plans to establish roots in at least eight African markets, including Zambia.

BetLion’s interest in the Kenyan market was likely spurred by the government’s decision in September to roll back the gambling revenue tax rate from 35% to 15%. The market had been in flux since January, when the government imposed the new 35% rate after previously charging betting operators a mere 7.5%.

Kenya is one of Africa’s more mature gambling markets, and BetLion will have its work cut out competing with established operators such as SportPesa, Betway and Betin. BetLion is already facing off against those same operators in Uganda and is reportedly holding its own, so onward and upward.

No Matter What Happens With Pipelines, Justin Trudeau Is Screwed - VICE
It culminated this week with Bill 12, a law that concentrates the power to control and coordinate petroleum exports in the hands of Alberta’s natural resources minister with little political oversight. Say what you will about Rachel Notley or the hill she’s picked to die on here, but credit where it’s due for getting Jason Kenney to endorse the Alberta state seizing the commanding heights of petro production. And given that the economic viability of new pipeline expansions is questionable , the cynic in me believes that what is really going on is Kinder Morgan walking away from an unprofitable project and using environmental/protest concerns as cover, with a bonus of suing Canada if things go south. He will still probably end up fighting between two and four provinces in court over the carbon tax, he loses all his Smiling Sunny Ways in the process of securing the pipeline, and Doug Ford is still the premier of Ontario. The pseudo-harmony between climate action and oil sands expansion collapses, and Trudeau is caught in devastating partisan crossfire: from the Right that he was never serious about natural resources, from the Left that he was never serious about the environment, and from both that he is serially full of shit.
